Hawaii's first Marine Life Conservation District (1967), a flooded volcanic crater on southeast Oahu. Inside the reef it is shallow snorkel terrain, but certified divers can work through the channels to the outer bay where reef slopes reach about 70 ft. Extremely tame, abundant fish life thanks to decades of protection; access is tightly managed with a reservation system.
